<P>PROBLEM TO BE SOLVED: To provide a toner supply roller which excels in compression set under high temperature and high humidity and in toner scraping, and a manufacturing method thereof. <P>SOLUTION: A toner supply roller has a cored bar and a polyurethane foam layer around the cored bar. With setting absorbance as a when a wavenumber resulting from a urethane bond is 1720 cm<SP POS="POST">-1</SP>and with setting absorbance as b when a wavenumber resulting from a urea bond is 1650 cm<SP POS="POST">-1</SP>, an infrared absorption spectrum of the polyurethane foam layer is a/b<1.0 at a depth site on the surface side within 450 μm deep from the top surface of the polyurethane foam layer, and it is a/b>1.0 at a depth site on the side of the cored bar deeper than 450 μm deep from the top surface of the polyurethane foam layer.
