<P>PROBLEM TO BE SOLVED: To provide a frost formation detector and a frost formation determining device including the frost formation detector, capable of downsizing and cost reduction. <P>SOLUTION: This frost formation determining device includes the frost formation detector 1 and μCOM. The frost formation detector 1 includes a body section 5, a first thermosensor 6 and a second thermosensor 7. The body section 5 includes a case 9 attached to piping 3 of an evaporator 2, a base member 10, and a packed member 11. The base member 10 is received in the case 9. The packed member 11 is packed in the case 9. The thermosensors 6, 7 are mounted on first base members 22 disposed at an interval from each other, of the base member 10. A second base member 23 is disposed between the first base members 22. Distances D1, D2 from the piping 3 of the thermosensors 6, 7 are different from each other.
