<P>PROBLEM TO BE SOLVED: To provide a lightweight impact absorbing device which is not scattered in such a manner that it becomes small pieces even if being subjected to remarkable impact, and further has high impact resistance. <P>SOLUTION: The impact absorbing device 100 includes: a matrix volume part 101; and a tape-like device 107.
