PURPOSE: A method for minimizing power consumption of a wireless communication system in an idle mode and apparatus thereof are provided to minimize the power consumption of a terminal through a frequency reselection algorithm based on channel variation. CONSTITUTION: A terminal obtains motive(500). A base station measures the signal quality of a PBS(Preferred BS) in a PLI(Paging Listen Interval)(502). The terminal compares a CQPLI value in a previous PLI section with a CQPLI value in a current PLI section(504). The terminal determines state transition for determining the performance of IMCRP(Idle Mode Channel Reselection Procedure)(506, 508).
