<P>PROBLEM TO BE SOLVED: To provide a filter medium and fitler element capable of favorably capturing carbon dust simultaneously while enhancing life and capture efficiency of a filter by carrying oil, and a method for manufacturing them. <P>SOLUTION: In the oil-carrying filter medium 1 wherein oil is carried onto a fiber layer composed of fibers, the fiber layer at least facing the upstream side of the filter medium is an oil-repellent layer 11 composed of oil-repellent fibers, and oil 6, 6 is carried on the upstream side surface of the oil-repellent layer 11. The oil-repellent layer 11 is preferably a layer substantially not letting the oil 6 permeated.
