<P>PROBLEM TO BE SOLVED: To prevent sudden temperature rising accompanied by thermal destruction of a power element, by prohibiting torque boost, in which drive force is increased by raising of electric motor torque, when motor lock is determined. <P>SOLUTION: A compensator 401 obtains response improvement compensation torque Tm*<SB POS="POST">1</SB>. A limiter 402 calculates limiter compensation torque Tm*<SB POS="POST">2</SB>by restriction to Tm*<SB POS="POST">1</SB>=0 when the Tm*<SB POS="POST">1</SB>is a negative value. A determining part 403 performs torque boost prohibition determination processing in accordance with the actually measured number of rotation Nm of the motor, temperature Tj of the power element, and basic target torque command value Tm*, a boost permission coefficient K<SB POS="POST">bst</SB>is made to be 0 at the time of determination of motor lock. A multiplier 404 calculates torque Tm*<SB POS="POST">3</SB>of after torque boost prohibition determination by Tm*<SB POS="POST">2</SB>×K<SB POS="POST">bst</SB>, an adder 405 calculates torque command value Tm*' after response improvement compensation by Tm*+Tm*<SB POS="POST">3</SB>.
