PROBLEM TO BE SOLVED: To allow a user using a video content distribution service to easily select a program for viewing.

SOLUTION: A program evaluation information providing apparatus comprises: a user ID list acquisition means for receiving a program guide request that includes a user ID from a video display device and acquiring a user ID list of users who belong to the same group as the user of the user ID belongs from a group information storage means; a comment information acquisition means for acquiring comment information corresponding to a program ID included in the program information acquired from a program information storage means and a user ID included in the user ID list from the comment information storage means; and a program guide screen information creation and transmission means for creating information on a program guide screen on which the evaluation information corresponding to the comment information is displayed by using the program information and the comment information acquired by the comment information acquisition means, and transmitting the information to the video display device.
