<P>PROBLEM TO BE SOLVED: To provide an image irradiation device in which a substrate where point light sources are arranged in a row and which is disposed to emit light to a direction opposite to an irradiation object is fixed to a supporting member without directly and spirally fixing it and to provide an image reader and an image forming device. <P>SOLUTION: The image irradiation device includes: a substrate 300 where a plurality of light sources 301 arranged linearly in a main scanning direction are mounted on one face; a supporting member 320 supporting the substrate 300 in a state where the light source 301 faces a direction opposite to the irradiation object of the light source 301; reflection plates 400 and 410 which are arranged in a position facing the light source 301 by leaving an interval with the light source 301 and reflect light irradiated from the light source 301 to the irradiation object; and a substrate fixing member 310 abutting on one end in the main scanning direction on one face of the substrate 300 and one end in an auxiliary scanning direction.
