PURPOSE: An apparatus for rearranging a user terminal and a method thereof are provided to reduce burden to a HNB(Home Node B) GW(Gateway) by transmitting a RANAP relocation request message to the HNB GW through a S(Source)-HNB. CONSTITUTION: A T(Target)-HNB(Home Node B) transmits RUA(RANAP User Adaptation) direct transmission message in message with a compacted RANAP(Radio Access Network Application) relocation request confirmation message to the HNB GW(305). A HNB GW(Gateway) transmits compacted RANAP relocation command message to a S(Source)-HNB(306). A S-HNB transmits physical channel reconfiguration message to UE(User Equipment)(307). The UE transmits uplink synchronization information to the T-HNB(308). The T-HNB transmits compacted RANAP relocation detecting message in the RUA direct transmission message to the HNB GW(309). The UE transmits physical channel reconfiguration completing message to the T-HNB(310).
