<P>PROBLEM TO BE SOLVED: To provide a retardation film that uses a thermoplastic norbornene resin film as a substrate, and a method for manufacturing the same, as well as a display device equipped with such retardation film. <P>SOLUTION: An anchor material 11D comprising a tri- or more-functional acrylate monomer of 50 parts by weight or more and 90 parts by weight or less, is applied onto a base material 10 that is a thermoplastic norbornene resin film. Subsequently, the anchor material 11D is dried and cured to form an anchor layer 11.
