PROBLEM TO BE SOLVED: To cope with various clients flexibly.

SOLUTION: A retransmission decision server 10 comprises a retransmission decision method information table 21 which stores a retransmission decision method by associating with identification information identifying a client 40. In the retransmission decision server 10 a request message reception unit 31 receives a request message from the client 40. A retransmission decision method decision unit 32 extracts the identification information from the request message and determines the retransmission decision method by getting a retransmission decision method stored by associating with the identification information from the retransmission decision method information table 21. A retransmission decision execution unit 33 decides whether the request message is retransmitted according to the determined retransmission decision method or not. A response message transmission unit 34 creates a response message based on the decided results and sends the response message to the client 40.
