<P>PROBLEM TO BE SOLVED: To provide an electrostatic discharge (ESD) protection circuit that can protect against ESD without a resistance for protection against ESD, and an integrated circuit. <P>SOLUTION: The ESD protection circuit in which a terminal P1 is connected to a plurality of transistors 21, and a terminal P2 is connected to input and output pads includes a transmission gate 10A through which an electrical signal having a level within specified range passes between the terminal P1 and the terminal P2.
