PROBLEM TO BE SOLVED: To provide a radio communication system in which a mobile station device identifies areas in consideration of a base station device under a power saving state.

SOLUTION: A base station device reports a signal that shows whether it is possible for the device to go into a power saving state or not, and a mobile station device stores the signal plus an identifier at the time of area registration of a CSG cell and, at the time of area identification, identifies areas in consideration of the signal.
