<P>PROBLEM TO BE SOLVED: To prevent a voltage exceeding the rated voltage of a smoothing capacitor from being applied to the capacitor through simple constitution even when the smoothing capacitor has variance in internal resistance. <P>SOLUTION: A voltage smoothing circuit 14 includes a first smoothing capacitor C1, a second smoothing capacitor C2, a balance resistance R3, and a Zener diode RZ4. The first smoothing capacitor C1 and second smoothing capacitor C2 are connected in series to each other, and connected to a power supply part 13 in parallel. The balance resistance R3 is connected to the first smoothing capacitor C1 in parallel.
