<P>PROBLEM TO BE SOLVED: To allow a flocculant to function inexpensively without wasting it, corresponding also to the increase of muddy water, with little labor for daily management or maintenance. <P>SOLUTION: A solid flocculant is installed on a dropping spot of muddy water when the muddy water flows into a grit pool.
