An encoding method comprises: a binarization step of binarizing image signals; a probability estimation step of estimating a probability of occurrence of each binarized signal; a first distribution step of distributing the binarized signal to one of a plurality of groups for each estimated probability of occurrence; a second distribution step of re-distributing the binarized signal as distributed in the first distribution step in accordance with the distribution ratio of the groups; an encoding step of length-variably encoding the binarized signals, as re-distributed in the second distribution step, in parallel for each group; and a multiplexing step of multiplexing the signals as length-variably encoded for each group.
