PROBLEM TO BE SOLVED: To display a video image at a transmission rate or lower even when a region of interest (ROI) is changed rapidly.SOLUTION: A resolution converting and video dividing section 200 converts video data into a plurality of resolutions, and then divides video data of the resolutions into tiles. An evaluation value calculating section 203 creates a lookup table including an evaluation value for each frame unit, tile video images and video encoded data. When a region of interest is changed by a user, a tile ID list creating section 218 specifies a tile ID list, a data ID and an evaluation value corresponding to the ROI. A corrected evaluation value calculating section 210 corrects the evaluation value associated with the data ID. A command converting section 211 determines the data ID based on the corrected evaluation value and the tile ID. A command transmitting section 209 transmits a command based on the determined data ID.
