PROBLEM TO BE SOLVED: To provide an embossing method and an embossing apparatus capable of preventing adhesion of paper powder to an embossed pattern surface or clogging of a groove constituting an embossed pattern, and capable of facilitating continuous manufacture of sanitary paper and facility maintenance.SOLUTION: In the embossing method, embossing rolls 2 and 4 having grooves 2a and 4a constituting the embossed pattern on the roll outer peripheral surface and rubber rolls 6 and 8 having rubber layers 6a and 8a on the roll outer peripheral surface and pressed to the embossing rolls 2 and 4 are used, base paper 14, 16 is made to pass through the embossing rolls 2 and 4 and the rubber rolls 6 and 8 while rotating and driving the embossing rolls 2 and 4, and thereby, embossing in accordance with the embossed pattern is formed on the base paper 14 and 16.
