摘要 PROBLEM TO BE SOLVED: To provide a device for detecting a phase angle difference of a power system capable of detecting accurately a voltage phase angle difference between optional nodes in the power system easily without requiring complicated calculation.SOLUTION: A terminal device 12 for detecting phase angle information of a voltage or a current on a prescribed spot of the power system includes: a positive phase component calculation means 18 for determining a positive phase component of a three-phase voltage or a three-phase current on the prescribed spot of the power system; a PLL circuit 19 for detecting a zero-cross point of the positive phase component; a time synchronizing means 20 for synchronizing a time of the zero-cross point of the positive phase component with a time of a timepiece means loaded on a power system state estimation server 11 by using IEEE 1588; and a communication means 21 for transmitting the synchronized time of the zero-cross point to the power system state estimation server 11 through a network 13 as phase angle information. The power system state estimation server 11 determines the phase angle difference of the power system based on a time difference between two-point zero-cross points of the power system, which is received from the terminal device 12.
