Disclosed is a fluorescent substrate (5) in which a fluorescent layer (3) that emits light when exposed to excitation light is formed, wherein the fluorescent substrate (5) comprises a reflection film (10) which is disposed on a side surface of the fluorescent layer (3) and the surface of the fluorescent layer (3) that receives the excitation light, and which transmits the peak wavelength components of the excitation light and also reflects the peak wavelength components of the light emitted from the fluorescent layer (3).
