PROBLEM TO BE SOLVED: To provide a translucent heat-shielding sheet having excellent daylighting and heat insulating properties, as well as an excellent solar radiation shielding coefficient, and including a fiber structure, and to provide a member using the same.SOLUTION: The translucent heat-shielding sheet includes a fiber structure. Furthermore, the fiber structure has air permeability because at least light-reflecting fibers are three-dimensionally disposed, and is formed so that the other side of the fiber structure is seen through from one side thereof. The sheet includes the fiber structure which is formed by three-dimensionally disposing the light-reflecting fibers, and has air permeability. The translucent heat-shielding sheet has a visible light transmittance of ≥15%, a heat conductivity of ≤0.045 W/m K, and a solar heat gain coefficient of ≤0.4.
