PROBLEM TO BE SOLVED: To provide an easily manufacturable valve timing control device of an internal combustion engine.SOLUTION: This valve timing control device of an internal combustion engine includes a rotor 60 in which a camshaft insertion hole 601 into which a camshaft 3 is inserted and fixed is formed, a plurality of recessed parts (axial grooves 617-647) formed in the outer peripheral surface 600 of the rotor 60 which faces at least an advance-angle operating chamber and/or a retard-angle operating chamber (retard-angle chamber R) so as to be recessed to the inner peripheral side, and a communicating groove (annular groove 505) which is formed on the inner peripheral surface of the camshaft insertion hole 601 and which connects the plurality of recessed parts to each other.
