PROBLEM TO BE SOLVED: To properly determine the start-up timing of an on-vehicle device.SOLUTION: Acquisition means 711 acquires a stop position of a vehicle CR and a current position of a user UR. Direct running direction recognition means 712 recognizes the shortest route direction from the current position of the user UR to the stop position of the vehicle CR as the direct running direction. Traveling direction recognition means 713 recognizes the direction of the change of the current position of the user UR as the traveling direction. Based on the stop position of the vehicle CR, the current position of the user UR, the direct running direction, and the traveling direction, estimation means 714 estimates a behavioral pattern of the user UR with respect to the moving route. Whenever the user UR leaves the vehicle CR, determination means 715 determines the start-up timing of the on-vehicle device 720 based on the stop position of the vehicle CR, the current position of the user UR, the direct running direction, the traveling direction and the behavioral pattern. Start-up command means 716 transmits a start-up command to the on-vehicle device 720 when the start-up time is reached. |
