PROBLEM TO BE SOLVED: To safely and surely carry out processing, in an initial setting apparatus for a terminal having a database apparatus and an information writing apparatus that reads out information from the database apparatus and writes the information to the terminal.SOLUTION: An information writing apparatus carries out the authentication of a user by an IC card, encrypts a challenge transmitted from a database apparatus using a predetermined common key held by the IC card to generate a response, and encrypts a response with a public key to transmit the encrypted response to the database apparatus. The database apparatus holds the same predetermined common key as that of the IC card in association with the ID number, encrypts the challenge using the predetermined common key corresponding to the ID number to generate a response, receives the response encrypted by the public key transmitted from the information writing apparatus, decodes the response generated by the information writing apparatus with a secret key corresponding to the public key, and checks this response and the response generated in the database apparatus to carry out mutual authentication. |
