Magnetic meshing dentitions 211 and 221 and the magnet dentition 31 constitute a magnetic circuit by the permanent magnetic 311 between adjacent magnetic meshing teeth 211b and 221b when the yoke holder 11 of a pulley 20 and a shaft member 10 is arranged in an opposite position. Eddy current bodies 213 and 223 are arranged in a plurality of magnetic meshing teeth 211b and 221b in a mode of surrounding the respective peripheries.
