PROBLEM TO BE SOLVED: To provide a bait organism proliferation and fry protection/growth substrate using a porous material for proliferating a bait organism and protecting and growing fries effectively by installing it underwater.SOLUTION: This bait organism proliferation and fry protection/growth substrate 1 includes a first block 21 and a second block 22 which are plate-like and porous and are obtained by combining coarse aggregate with cement. The first block 21 and second block 22 are combined with a connection member 3 with a predetermined gap d in a plate-thickness direction. The first block 21 and second block 22 are molded by preferably pouring coarse aggregate comprising slag and a proper amount of cement into a molding frame and solidifying the cement to combine adjacent coarse aggregate with intervening pores.
