The light-diffusing film for LED lamps includes: at least two sheets of substrates; an internal scattering layer that is provided between the two sheets of substrates and that contains at least a binder and particles having an average particle size (A) of from 0.5 µm to 5.0 µm; and a surface shaping layer that is provided on the outer surface of one of the substrates and that contains at least a binder and particles.</p>
