This invention is directed to improvement of the reliabilities of emergency earthquake prompt reports and to reduction of confusion at the occurrence of an erroneous report. Both an emergency earthquake prompt report via a digital broadcast and an emergency earthquake prompt report via a wide-area wireless communication system are utilized, and if one of the two emergency earthquake prompt reports is received and thereafter the other emergency earthquake prompt report cannot be received within a predetermined time period, then it is determined that the former emergency earthquake prompt report is an erroneous report.
