PROBLEM TO BE SOLVED: To perform retransmission control processing even while fixed allocation scheduling is performed in the case that the fixed allocation scheduling and usual scheduling are simultaneously performed.SOLUTION: A base station includes: a scheduling means to perform fixed allocation scheduling in which data are sent in predetermined timing; and a scheduling information generation means to generate scheduling information and to notify a predetermined mobile station of the scheduling information. The scheduling information includes resource allocation information indicating a wireless resource allocated for the predetermined mobile station in the predetermined timing in the fixed allocation scheduling.
