PROBLEM TO BE SOLVED: To achieve effective use of bits by making correspondence with each elapsed time to be measured.SOLUTION: The measuring device 1 includes a timer measuring part 2a (measuring means) measuring an elapsed time from a base point; a reference time control part 2b (setting means) setting a reference time corresponding to a least significant bit from reference time information of reference bit number; and an abnormal information control part 2c (memory means) storing a measurement result, measured by the timer measuring part 2a, by time information of a predetermined bit number decided in light of a supposed assumption maximum value of the elapsed time and a maximum value of reference time.
