PROBLEM TO BE SOLVED: To continuously give a sense of ease to a person who monitors safety of a user at a remote position while using a transmitting apparatus and a receiving apparatus.SOLUTION: A user-portable transmitting apparatus 12 includes: a motion detection unit 20 for detecting a motion of the transmitting apparatus 12; a determination unit 21 for determining an action of a user by detecting upward/downward movement amount of the transmitting apparatus 12 in accordance with a detection result of the motion detection unit 20; a storage unit 25 for storing information specifying an address 13 to transmit the action determined by the determination unit 21; and a transmission unit 22 for continuously transmitting a signal indicating a first state to the address 13 while the determination unit 21 determines that the action of the user is in the first state.
