The device (1) has a upper surface forming unit (5) i.e. advertising message support, and a vertical space forming unit (6) forming a vertical space with respect to bottom of a letter box (2). The upper surface forming unit is provided with a water evacuation unit that evacuates water in its central part and parts approaching its periphery. Cumulated height of the upper surface and vertical space units is lower than height (h) between the bottom of the letter box and bottom of a door (3) so as to avoid hindrance in distribution of parcel.
