<p><P>PROBLEM TO BE SOLVED: To restrain image density irregularity by making an image density at a portion on the image top end side formed immediately after an idle rotation by one or more rotations of a developing sleeve, closer to a target density. <P>SOLUTION: The developing potential at the time of development of an image (single image) formed on one sheet of recording paper is set at V<SB>P1</SB>smaller than an ordinary developing potential V<SB>P0</SB>from developing time t<SB>s</SB>of the image top end to time t<SB>1</SB>after one rotation of a developing sleeve 50. It is set at V<SB>P2</SB>larger than V<SB>P1</SB>and smaller than V<SB>P0</SB>from the time t<SB>1</SB>to time t<SB>2</SB>after further one rotation of the developing sleeve 50.
