PROBLEM TO BE SOLVED: To prevent a band load from concentrating between relay devices where transmission paths overlap each other owing to a plurality of transmission events. SOLUTION: In this ring type network 1, a first relay device 3 and a plurality of second relay devices 5-1 to 5-2 are connected to one another in a ring-like shape. A blocking point setting part 3a sets any of ports of the first relay device 3, the second relay device 5-1 and the second relay device 5-2 as a blocking point for blocking transmission of a packet. A transmission band acquisition part 3b acquires a transmission band of a packet input to the first relay device 3 and the second relay devices 5-1 to 5-2. A change destination determination part 3c identifies a port transferred by the first relay device 3, the second relay device 5-1 or the second relay device 5-2 where the transmission band of a packet exceeds a predetermined accommodation band and continuing in a direction opposite to an output port.
