PROBLEM TO BE SOLVED: To shorten a time until the display of the video of a digital broadcasting signal received by a digital broadcast receiver after being powered on is enabled, regarding the digital broadcast receiver. SOLUTION: A transfer schedule of program data is determined on the basis of a time required for the transfer of the program data in addition to the priority of execution to be set by a program, and furthermore, the program data are transferred from a program data storage means (104) to a main storage means (105) according to the determined schedule so that the completion of the transfer of all the pieces of program data may become highest in speed.
