PROBLEM TO BE SOLVED: To provide a device and a method of detecting leak of a turbine bypass valve, easily detecting leakage of steam. SOLUTION: The bypass valve 10 includes a valve box 1 having in the inside a valve chamber 11 in which steam V can flow, a valve seat 2 having a steam introduction passage 21 communicating with the valve chamber 11 and mounted to the bottom face of the valve chamber 11, and a valve element 3 opening and closing an introducing opening provided in the steam introduction passage 21. Further, the bypass valve 10 has an outflow chamber 12 in the inside of the valve box 1, in which communication with the valve chamber 11 is sealed at the valve seat 2 via a gasket 20 and the steam V passed through the steam introduction passage 21 flows. A leakage detection device 100 includes an enclosing wall 7 provided in a standing manner from the bottom face of the valve chamber 11 to watertightly enclose the periphery of the valve seat 2 and can store water W to secure a predetermined water level.
