PROBLEM TO BE SOLVED: To suppress effect of a frictional force of an electromagnetic actuator when starting under a low temperature so as to improve riding comfort. SOLUTION: When a vehicle surrounding temperature Tx is below a threshold Tref (S12: Yes), the electromagnetic actuator is operated by step driving (S16), and an angle Δθ that an electric motor has rotated is obtained from motor rotation angles θm1 and θm2 before and after the step driving (S21). The frictional force of the electromagnetic actuator is calculated from the rotation angle Δθ (S22). Further, a target actuator force f<SB>act</SB><SP>*</SP>of the electromagnetic actuator is corrected by being increased in an operation direction of the electromagnetic actuator by a load according to the frictional force F.
