PROBLEM TO BE SOLVED: To provide a fixing device and an image forming apparatus, having a short warm-up time or first-print time, not causing a fixing failure, such as uneven fixation on a fixed image, and preventing such failures that a lubricant interposed between a fixing belt and a metal member runs short and the lubricant is deposited to a heater disposed inside the metal member, even when a plurality of through-holes are bored in the metal member to achieve lower heat capacity of the metal member. SOLUTION: The fixing device includes: a fixation member 26 that comes in pressure-contact with a pressure rotating body 31 via the fixing belt 21 to form a nip portion; the pipe-like metal member 22 that is fixedly arranged to be opposed to the inner peripheral surface of the fixing belt 21 and heated by the heater 25. In the metal member 22, the plurality of through-holes 22b are formed in the opposed surface opposite to the heater 25, and also, the outer peripheral surface is covered with a tubular material 24 formed of a fluorine-containing polymer material.
