The quantity of fuel supplied to a fuel cell is set to a second setting Qm2, which is smaller than a first setting Qm1 that is determined according to the load. Next, the output current (Ifcr) of the fuel cell for which the quantity of fuel supplied is set to a second setting Qm2 is detected. The output current (Ifcr) is compared with a reference value (Iref) for assessing minor deterioration, and deterioration of the fuel cell is assessed on the basis of the comparison result. If the fuel cell is deemed to have deteriorated, the quantity of fuel supplied is reset to a third setting Qm3, which is greater than the second setting Qm2.
