The device has two hammers (2, 3) integrated with a hollow body (1). The hammers oscillate around an axis parallel to a wire of a rail. Each hammer comprises an arm and a head provided at a free end. An actuator allows the hollow body to occupy two positions along a vertical plane such as striking position in which heads of the hammers are found at height of an end collar (10a) of the rail and gripping position in which the heads of the hammers are provided at height of a web (10b) of the rail. A locking unit locks the hammers in a closed position.
