PROBLEM TO BE SOLVED: To provide a paper loading device having an increased paper loading capacity, a method of detecting a full stack of paper, a program, and a recording medium. SOLUTION: This paper loading device for loading discharged paper includes a plurality of full stack determination means for determining whether the tray of the paper loading device has the full stack of paper or not and the full stack determination selector for selecting one of the plurality of full stack determinator according to whether an emphasis is placed on a large amount of loading or an orderly arrangement. The device can be adjusted so that the rates of utilization of the tray are maximum when the order in which the discharged paper is stacked and stored in the tray when the paper is loaded is allowed to be different from the order in which the paper has been discharged and when the paper must be loaded in the order in which the paper has been discharged and the end surfaces of the paper must be aligned with each other when the paper is loaded, independently. When the order in which the discharged paper is stacked and stored in the tray is allowed to be different from the order in which the paper has been discharged, the quantity of the loaded paper can be increased.
