PROBLEM TO BE SOLVED: To provide a cleaning device increasing the recovery rate of toner to a recovery member, and also to provide an image forming apparatus. SOLUTION: In respective cleaning parts 100a, 100b and 100c, toner triboelectrification members 121, 122 and 123 being respectively electrifying means are arranged between the contact parts of cleaning brush rollers 101, 104 and 107 with an intermediate transfer belt 8 and the contact parts of the cleaning brush rollers 101, 104 and 107 with recovery rollers 102, 105 and 108, and the triboelectrification of toner adhering to the cleaning brush rollers 101, 104 and 107 to the opposite polarity of the polarity of a recovery voltage is performed.
