PROBLEM TO BE SOLVED: To provide a method of manufacturing an optical filter with a ground electrode part that is excellent and has satisfactory productivity, and to provide the optical filter. SOLUTION: The present invention relates to the optical filter for display, including a structure having a conductive layer 13 provided on one surface of one transparent film 12, which is rectangular. The metal conductive layer 13 is formed on the entire surface of the transparent film 12, a hard coat layer 16' is provided as a belt-like first functional layer on edge surfaces of at least both sides of the metal conductive layer 13 to be in contact with the metal conductive layer 13, and a belt-like metal conductive layer 13' which does not include the first functional layer is exposed adjacently inside the belt-like first functional layer 16'. A hard coat layer 16 is provided as a first functionality at a center part surrounded with the exposed belt-like metal conductive layer 13' to be in contact with the metal conductive layer 13, and the exposed belt-like metal conductive layer 13' is a continuous belt-like region.
