PROBLEM TO BE SOLVED: To provide an actuator and a liquid ejecting head that include a piezoelectric body made of a bismuth-based compound oxide and an excellent withstand voltage. SOLUTION: The liquid ejecting head includes a piezoelectric actuator including the piezoelectric body formed by a thin-film method and an electrode for applying voltage to the piezoelectric body. The piezoelectric body includes a solid solution of bismuth lanthanum titanate zincate and lead titanate, and a molar ratio (bismuth lanthanum titanate zincate/lead titanate) of the bismuth lanthanum titanate zincate to the lead titanate in the piezoelectric body is not less than 0.39 and not more than 0.61.
