PROBLEM TO BE SOLVED: To provide a swelling testing device and a swelling test method capable of measuring accurately an expansion coefficient even to a sample which is not only expandable but also deformable by moisture absorption. SOLUTION: The swelling testing device 10 includes a shape maintaining means 16 capable of maintaining the shape of a sample S when absorbing moisture in a state that one end of the sample S is maintained at a reference position, an eddy current type displacement sensor 14 for detecting displacement from an initial position of the other end of the sample caused by the moisture absorption or displacement of a part 39 to be detected accompanied by the displacement, and a deriving means 20a for deriving an expansion amount or the expansion coefficient of the sample S corresponding to a detection result by the eddy current type displacement sensor 14.
