PROBLEM TO BE SOLVED: To provide a ticket issuing device for accepting an application form of the same content as a betting ticket already issued without requiring a user to write information on the form, thereby reducing the amount of application forms consumed. SOLUTION: A ticket issue machine 100 includes: an insertion slot to which an application form and a betting ticket are inserted; a ticket surface reading unit 5 for reading the content of application written on the application form inserted into the insertion slot, and information written on the betting ticket inserted into the insertion slot; and a ticket issue unit 6 for issuing the betting ticket, based on the content of application on the application form read by the ticket surface reading unit 5. The ticket issue unit 6 is configured to issue a new betting ticket, based on the information on the already issued betting ticket read by the ticket surface reading unit 5.
