Disclosed is a software control device wherein a CPU (#0) causes a control instruction unit (303) to instruct a CPU (#1) to control a running software so as to suspend or to decrease in execution priority. The instructed CPU (#1) causes a determination unit (306) to determine whether a software being activated and the running software are accessing an identical shared resource. When determined that the softwares are accessing the identical shared resource, the CPU (#1) causes a control unit (307) to control the running software so as to suspend or to decrease in the execution priority.
