PROBLEM TO BE SOLVED: To provide an easily opened (easy peeling) packaging film which does not require a perforation, tab, or the like to easily and smoothly open a packaged object after it is packaged, and to provide a packaging apparatus using the film. SOLUTION: In the packaging film circumferentially wrapped like a band around the outer circumference of the packaged object W, a base film 1a structuring the packaging film has a welding inhibition layer 2 including a paint to inhibit the mutual welding of films, and in that the layer 2 is applied based on paint density data on the inhibiting welding force of the paint to make the polymerization welded part formed by polymerization welding of the base film on the inhibition layer as an opening part.
