<P>PROBLEM TO BE SOLVED: To provide a water-based ink composition for ballpoint pens, which prevents a pauseless flow being a natural outflow phenomenon of an ink by which it is often generated when a pen point is placed with the bottom up and is left as it is, which does not cause split of a drawing line, a partial generation of blur, ink clogging (a dried-up phenomenon) after a long cap-off time and poor at start of writing (deterioration of first writing ability) after a short cap-off time and which is excellent in writing performance and stability, and to provide a water-based ballpoint pen using the same. <P>SOLUTION: The water-based ink composition 20 for ballpoint pens includes, at the least, a color material and a particle comprising the compound shown by general formula (I): H<SB>2</SB>C=CH-O-CO-NH-(CH<SB>2</SB>)<SB>n</SB>-CH<SB>3</SB>(wherein n is the number of 10-25).
