<p><P>PROBLEM TO BE SOLVED: To increase strength of an annular body formed of a rugged-shape flexible structure against an external pressure in a water stopping device using the annular body having high elasticity and flexibility. <P>SOLUTION: The water stopping device includes the annular body covering the inside wall of a pipe body for repairing a pipe line, and a fixing plate pressing the annular body to fix it to the inside wall of the pipe body 10. The annular body 11 has a flexible structure constituted of a plurality of consecutive rugged longitudinal section shapes and is formed using an elastic material. One or more reinforcing plates 25, ... each having a rugged part 24, which engages with the rugged shapes 22 constituting the flexible structure in one or more positions, on one face and having a flat part 26 on the other face are prepared.
